It is time for the administration to take the continuing tragedy of Cambodia off the back burners of the State Department and actively pursue renewed efforts to negotiate a ceasefire. And. if this administration truly cares about the people of Cambodia. it will support humanitarian relief and assistance programs with the same determination it now supports military aid. In light of the escalating violence today. our Government should immediately offer additional support to those international and voluntary agencies now working to help the refugees and war victims of Phnom Penh. To date. and only after long congressional pressure. some $4 million out of a total economic aid package of $105 million. have been earmarked for humanitarian assistance programs in Cambodia. Following the recent rocket attacks on Phnom Penh our Embassy reportedly offered less than $10.000 in local currency to help an estimated 10.000 homeless victims of those attacks--or just $1 to help each war victim.
