Each article to the treaty was studied for possible conflict with the laws of our States as well as with the laws of the Federal Government. I am confident that we can render our support to the convention knowing that our Nation can in no way suffer harm. A similar process of review and reservations 9ccurred a few years ago. during the Senates consideration of the Protocol Relating to the Status of Refugees. which was ratified after debate by the Senate in 1968. This Senate action has in no way abridged our Constitution nor the legislative prerogatives of the Congress. But it has served to help the homeless. and to clarify our Nations policy toward asylum and refugees. And so in considering the Genocide Treaty. we stand to lose a great deal if we reject the thoughtful recommendations of past administrations. and the votes of our own colleagues on the Foreign Relations Committtee. and fail to ratify this treaty. How do we answer to the international community If we reject this needed instrument of International law?
