Mr. Speaker. I have today introduced a resolution which would provide for a constitutional amendment that would delete the present requirement of article II. section 1 of the Constitution. that the President of the United States must be a natural born American citizen. Naturalized citizens may serve in every other position in the Government. In fact. there would be great resentment if it were proposed that a naturalized citizen be barred from serving in the Cabinet or on the Supreme Court or in Congress. It makes no sense that the Presidency should be any different. Mr. Speaker. my proposed constitutional amendment does not amount to an endorsement of Henry Kissinger as President.
