Mr. Speaker. This is H.R. 7684. for the relief of one Nicola Lomuscio in which they seek to waive the immigration and naturalization laws on a man that has been convicted of a couple of felonies in Italy and omitted this information on his application for a visa to this country. This is one of these cases where he would then qualify for second preference visa which could be converted into a first preference visa for immediate admission. This is inherently unfair to many fine. respectable. honest Italian families who are begging to get into America. and have no criminal record. Mr. Speaker. we have enough crime in this country without importing more. and I think it is indefensible for the Congress to pass a law to waive the provisions of our Immigration Act. and admit a twiceconvicted felon. This guy Lomuscio. on three separate occasions. stole 14.000. 16.000 and 14.000 Italian lire. He also was convicted of housebreaking and stole 350.000 Italian lire from a private residence. and he was over 18 years of age at the time of his trial and conviction. Then. he willfully concealed these convictions on his visa applications. which is a further violation of the law. Therefore. Mr.
