The Congress has worked its will on the proposal in a cooperative effort with the administration. The legislation before us contains a very significant Federal role. not only in assuring that the purposes of this act are carried out by those who administer programs at the State and local levels but in the assignment of special responsibilities to the Secretary of Labor for such groups as youth and older workers. persons of limited Englishspeaking ability. Indians. and migrants. Throughout the bill there are assurances that programs of demonstrated effectiveness will be continued both by State and local prime sponsors and by the Secretary in the use of funds at his disposal. The bill mentions some of these by way of example in defining communitybased organizations---specifically OIC.
