I do not stand here in the well in opposition to trade with Soviet Russia. If trade with the Soviet Union will lessen world tensions. well and good. But I think that we should seriously consider what we are doing and what we have done to date if we continue to extend large credits to the Soviet Union without any safeguards. Before we extend credits we should first get a quid pro quo. Let us first see some meaningful action on the part of the Soviets in mutual arms reduction. Let us first see them change their emigration policies in recognition of the most elementary human rights. Mr. Chairman.
