Pages 5 and 6 of our report talks of the U.S. investment in war costs. military assistance. economic assistance. lives lost. and injured. Much of the human and property damage in Vietnam and Cambodia is due to actions of our own forces. Funds in this bill for Indochina postwar reconstruction assistance will be used for temporary food. shelter. and medical care for refugees and other victims of the war. Funds will also go for reconstruction of schools. hospitals. and bridges. The committee report states our agreement with the earmarking in the authorizing legislation of $5 million for assistance to VietnameseAmerican children and $712.000 for assistance to the center for plastic and reconstructive surgery in Saigon.
