Mr. Chairman. although I voted earlier to approve the MillsVanik amendments to deny mostfavorednation status and the extension of credit to the Soviet Union and other nations which deny the basic right of emigration to some of their citizens. I am voting against the trade bill as a whole. It has been aptly said by AFLCIO PresIdent George Meany that "this bill is worse than no bill at all." In opposing this legislation. I do not repudiate my belief that wherever feasible. the lowering of trade barriers and the pursuit of detente is a necessary part of a sound domestic economy. a healthy world economy and peace among nations.
