Mr. Chairman. I rise in support of this amendment. which would deny mostfavorednation status and the extension of credit to the Soviet Union and other nations which deny the basic right of emigration to some of their citizens. I was an original cosponsor of MillsVanik and am glad to have the opportunity to support it today. We are at the beginning of a cautious detente with the other great powers. trade and travel restrictions are gradually being relaxed. American cultural and professional groups are traveling to the four corners of the world. This is tremendously eficouraging. It leads us to hope that one day the entire world will be free of artificial barriers. since all human beings share the same small planet.
