The stake of SovietAmerican trade. as perceived by the Soviet Union. gives the United States valuable diplomatic. as well as economic leverage. This potential must be utilized. not only for our own benefit. but for the larger benefit of the community of nations. Freedom of emigration in the Soviet Union is not the only basic freedom that needs to be guaranteed to the Soviet people. but it is the central issue today. There is no more basic freedom than the right to leave ones country if one so choosesa right consistently and oppressively denied the Jewish citizens of the Soviet Union. The Jews of the Soviet Union have suffered enough.
