We have been led to believe that we were embarking on a new international policy with our former adversary. characterized by cooperation instead of confrontation. Yet we can never afford to forget that the U.S.S.R. is still a Communist country. and has not lost its primary purpose. to ultimately dominate the world. As a result we should not enter into any meaningful agreements with the Soviet Union until we receive assurances that they are willing to compromise this objective. and as a start begin to respect the rights of men to emigrate freely. Adoption of the Vanik amendment today will clearly demonstrate to the Soviet Union that the freedom of all oppressed minorities in their nation will continue as a paramount prerequisite for international trade agreements. It is the responsibility of the United States to begin to promote the cause of freedom throughout the world.
