Mr. Chairman. I rise in support of the amendment proposed by the Gentleman from Ohio prohibiting the extension of credits. credit guarantees or investment guarantees to those countries denying its citizens the right or opportunity to emigrate. Early in the first session. when this amendment was first introduced. I joined a number of my colleagues in supporting the measure. While I fully understand the need for seeking new trading opportunities throughout the world. it is even more important that we do not compromise our principles of freedom and democracy for monetary gains. In reporting this bill. the committee wisely saw fit to deny mostfavorednation treatment to those countries with restrictive emigration policies. However. in supporting this amendment we must complete the action taken by the committee. Denial of mostfavorednation status means little if not accompanied by a prohibition against credit extension. Accordingly. I urge my colleagues to support the amendment before us clearly speaking out that our Nation does not condone the denial by any nation of the basic right of the freedom to emigrate.
