Mr. Chairman. the Vanik amendment is one of the most difficult I have been faced with. I deplore the emigration policies of the Soviet Union which have been an extreme hardship on their Jewish citizens desiring to emigrate to Israel. Just a little less than a year ago I spoke by long distance telephone to a Jewish intellectual in the Soviet Union about conditions there. Hoping that a show of support on the part of Congress would cause the Soviet Union to liberalize its emigration policies. I cosponsored the MillsVanik bill. This indication of support by the Congress I think helped the current administration in its effort and progress has been made.
