Mr. Chairman. I rise in support of the Vanik amendment which would deny the use of American tax dollars to subsidize credit to those Communist nations which restrict their citizens from emigrating in pursuit of a better life. We could ignore this matter of human rights. We could turn our backs on the Soviet Jews who have been repressed. persecuted. deprived of basic rights. and prohibited from leaving the country without paying a heavy tax. Perhaps this would allow some businesses to make a few more dollars. perhaps it would ease tensions between the U.S.S.R. and ourselves. We could ignore their plight. but I think we are better than that.
