We must not now walk away from those who plead for our help. Those who argue that the chances for success are small ignore the fact that a chance exists. Some argue that such an amendment would imperil the era of detente which has been carefully pieced together by the President and Secretary Kissinger. Anything which would slow the shaky movement toward detente. the argument goes. must be avoided at all costs.
