Mr. Chairman. the amendment being offered would restore the original language of the freedom of emigration amendment cosponsored by 289 Members of this House. The committee accepted the part of the original amendment denying mostfavored national tariff status to nonmarket economy countries denying freedom of emigration. On a procedural vote of 12 to 12. the committee deleted the provision denying loans. credits. and guarantees to these nations. This is a crippling omission.
