It is my opinion that it is vital for us to take the step of adopting the Vanik amendmentthe only one available to us under the rule granted for the consideration of this billto prohibit U.S. credit to the Soviet Union until we have adequate assurances that such credit is in the best interest of this country. Most of us entertain serious reservations about interfering in the internal affairs of other nations. We would not like it. for example. if some other nation tried to tell us how we should set quotas on those allowed to immigrate into our country each year. However. there are times when policies of certain nations are so repressive and devoid of basic humanitarian considerations that we cannot ignore them and act as if they did not exist. When we give a nation most favored nation trade status. which allows them to sell their goods in the United States with the lowest tariff charges. and especially when we extend credit to them from the hardearned tax dollars of our citizens we are not fulfilling a right they have but we are extending a privilege to them.
