Mr. Chairman. with respect to the serious question of trading relations with Communist countries. I do not intend to enter the argument of whether or not trade reform legislation is the place to address the domestic social policies of another countrybut I surely would be remiss if I did not point out that I feel the action taken by the Ways and Means Committee to limit the extension of mostfavorednation status to only those countries which do not place restrictions on emigration is most adequate to indicate the mood of this Congress to the Soviet Union. I firmly believe that any other form of penalty to trading with the Soviet Unionsuch as that proposed by Mr. VANIKwould not help those within the Soviet Union that it is intended to helpbut only serve to make their plight even more severe. and serve to upset the progress made between the United States and U.S.S.R. on the diplomatic and political front.
