As it now stands. the bill has been written almost completely to White House specifications. Its key feature is the grant to the President of unprecedented and sweeping new executive powers which he may useunhindered by the normal restraints of Presidential powersto permanently alter the structure of foreign trade and the structure of the U.S. economy. The one feature of the measure not written to White House specifications. however. concerns the granting of mostfavorednation status to the Soviet Union.
