BILL and I both came. to Congress in January 1971. and in the. all too brief time I have- been privileged to serve. with him I have. come to know hin to. be a capable legislator and excellent. Representative of his constituents. His valuable service on the Committee. on. the Judiciary.. the. last year as ranking. minority member of the Subcommittee. on Immigration- and. Nationality. and his. keen. insight into the legislative process will be sorely missed. BILLs. new position will. no doubt be challenging.. but.- his. uncommon ability. and. his integrity will most. certainly be an asset to him- I. want. to. take- this opportunity to wish BILL. and his family the best- of health- and happiness in. thefuture.
