I can understand the necessity of compromise in order to move in the direction of an improved manpower planning and delivery system. H.R. 11010 was fashioned in the spirit of compromise. and on the whole it has many good features. The bills endorsement of decategorizatlon and decentralization. its recognition of the need for a program oi public service employment in a comprehensive manpower system. its acceptance and acknowledgment of the special Federal responsibilities toward such groups as Indians and migrants. its support of flexibility in the selection of the deliverers of servicesall these are positive features. However. in seeking a workable compromise. one of the matters most severely compromised has been a meaningful role for the governor in the delivery of manpower services. The legislation presently before us. with some notable exceptions. treats governors no differently than any other prime sponsor.
