Mr. Speaker. in the 93d Congress. my good friend and colleague. JOSHUA EILBERG succeeded me as chairman of the Judiciary Committees Subcommittee on Immigration. Citizenship. and International Lawformerly Subcommittee No. 1. He has been an extremely active and hardworking chairman and since assuming this position he has successful floormanaged legislative proposals which I have introduced to combat the illegal alien problem and to provide for the orderly admission of Western Hemisphere immigrants. In addition. the subcommittee under the leadership of JosH EILBEG has conducted extensive hearings in an effort to satisfy its oversight responsibilities. In order to fully inform my colleagues as to the diligent activities of the subcommittee. I wish to insert in the RECORD at this point the eloquent remarks of JOSH EILBERG before the American Immigration and Citizenship Conference at the Plaza Hotel. November 2. 1973. The remarks follow:
