How the Soviet Union acts with regard to both guarantees of emigration and in the Middle East. with specific regard to their influence with the oilexport policies of Arab nations. will determine. to a very large extent. the success of efforts within both the Congress and the administration. to liberalize commercial and financial exchanges between our two nations.
