We should look forward to the day when there will be a broad range of private industrial relationships between the United States and our Arab friends. helping the Arabs to develop their own economies. instead of simply being the recipient of oil royalties. Even our cooperation in the past. I fear. has been somewhat onesided. A prime aim of such activity should be to provide an economic base for the solution of the problem of jobless refugees. We must not make the mistake of thinking that material means will solve the whole problem. but it is nevertheless an element that should be included. In my view. a balanced political settlement would provide the longterm basis for peace in the Middle East.
