One of our grave mistakes has been in giving the Israelis the impression that with a total commitment from the United States she is invinciblethat there has been no reason to negotiate. no reason to deal with the very real common problems shared with the Arab nations. We are all concerned with interlocking concerns in this volatile situation. We care about the safety of Israelis and about the fate of Palestinian refugees. We care about d6tente and our relations with the Soviet Union. And we care about the future of all nations which depend upon stability in the Middle East to assure access to vital energy resources.
