This tragedy for mankind has been developing at the very time that we all had hoped and prayed for a genuine ddtente among the superpowers. It is my sincere hope that the Soviets will begin to understand that our Nation cannot develop detente in a climate of dishonesty and distrust. By their actions in the Middle East. as in their actions against their own citizens who wish to emigrate. the Soviets have demonstrated those very traits which we hoped would be erased for detente. Their cruel deeds have belied their words. It is time for them to stop meddling in the Middle East or elsewhere. and turn their attentions to helping the nations involved to commence facetoface negotiations as the hostilities are brought to a swift conclusion.
