It has been estimated that the taxpayer costs for the credit extensions already on the horizon will exceed a half billion dollars. I can support title IV of the trade bill if it includes the language on credits as originally drafted. Two hundred and eightyeight of our colleagues have cosponsored the language of the freedom of emigration amendment as it applies to both the most favored nation tariff status and to credits. They deserve an opportunity to vote on this issue. When the trade bill. H.R. 10710. comes before the full House of Representatives. I will seek to offer an amendment to restore the full text of the original language of the freedom of emigration amendment. The language of the amendment which I hope to offer is as follows:
