President. while I was recently in Abidjan. Ivory Coast. attending the World Peace Through Law Conference. I had the opportunity to hear the Honorable Frank L. Kellogg. Special Assistant to the Secretary for Refugee and Migration Affairs of the Department of State. address the conference on the subject of the plight of the worlds refugees and the International Convention on the Status of Refugees and its Protocol. Mr. Kellogg. who presently serves as the Special Assistant to the Secretary of State for Refugee and Migration Affairs. is a close acquaintance of mine. and I ask unanimous consent that his address be printed in the RECORD.
