The Soviet Jews who are seeking a freer iife outside of the Soviet Union are essentially the victims of the failings of all humanity and not just one national segment of it. These failings are manifested in global problemsterrorism. racial strife. suppression of individual freedomsand they demand global solutions toward which every nation must be willing to contribute. It is particularly heartening. therefore. to know that the Netherlands is willing to help in the plight of the Soviet emigrants if Austria withdraws its helping hand. Austria has proposed a role for the U.N. for solving the problem. I think this is a possibility which should be carefully explored.
