We cannot leave unchallenged the pending foreign trade bill. gutted of any provision which would curb the administrations unconditional power to grant trade credits to the Soviet Union in exchange for a softening of oppression of Jewish and other minorities. The Soviets are seeking benefits from the fruits of our free economic system. benefits that a controlled state has been unable to provide. It is not enough to bargain with withholding mostfavorednation status in exchange for a Soviet softening of emigration restrictions without also playing our card of granting trading credits only in return for a sincere display of Soviet humanitarianism. Mr. Speaker.
