Mr. President. there are two objectives of the amendment in changing the language of the authorization. to make it clear that. first. humanitarian assistance is the first priority of our foreign aid funds to Indochina. We spell out that the first priority of our aid funds should be for refugees. civilians who are casualties of the war. orphans. and other persons disadvantaged by the hostilities. The second purpose of the amendment is to urge that to the maximum extent practical we proceed through international voluntary and multinational agencies. with a minimum presence of U.S. Government personnel. I know it was the intention of the committee itself to make sure that this kind of general assistance be made available through international efforts.
