Therefore. I would be inclined to support this amendment were it not so all inclusive. For example. under this amendment we could not provide aid to such a nation for child care. refugee relief. education. population planning. or the expansion of its agricultural production. even though these are areas of vital need. My point is that denying some forms of foreign aid would actually make conditions of life even more difficult for the poor people of a country who should not be penalized because their government holds political prisoners. I see no reason why the people should be penalized for the sins of their masters.
