I do not think we should have anything to do with it. I do not think it is appropriate. To start now to condemn Austria for taking measures which she believes are in her interestbecause I take it she is not at all anxious to become involved in the middle of this controversy between the Russian emigrants and Israelis an emotional and explosive subject. I am afraid I cannot support an amendment of this kind without its being submitted to the committee for an opportunity to consider it at greater length. I have no doubt that the Senate will vote for it. but I want the RECORD to show that I cannot support it on the ground that it has not been thoroughly considered. and on the ground that it is interfering in the internal affairs of a small. friendly country.
