We will always have a gun pointed at our heads until we eradicate not only these bands of political outlaws but the conditions under which they thrive. We should not look at these as isolated incidents of sabotage and terror. but as a wellorganized. and unfortunately. successful campaign against the very existence of Israel. We do not work in a complete vacuum here in Congress. but everything that we do has a profound impact on millions of people. Our work will not be done simply with the adoption of the MillsVanik Freedom of Emigration Act. Rather. I believe that this event will mark the beginning of even greater demands being placed on the United States.
