Mr. Chairman. I should like to point out the fact that we are here to try to create a memorable and a humanitarian immigration policy. one which treats the Western Hemisphere with equal treatment. and one which gives recognition to the special historical ties and the cooperative arrangements between this country and other Western Hemisphere nations. It is this recognition which has been a cornerstone of our lives and of our policy of friendship with Canada. with Mexico. and with the countries in Latin America. I believe that it should also be fundamental doctrine of our immigration law. The argument. Mr.
