Mr. Chairman. I should like to inquire about section 2 of the bill with respect to refugees. The section deals with aliens. however. the entire statute with respect to this is not set forth in the committee amendment. This country has become the depository for thousands upon thousands of refugees. and a refugee. I must assume. is an alien. At the present time. and the movement is just getting underway. the United States is becoming the depository or haven for Asians who were in Uganda and were kicked out of that country when the present army general and dictator took over. Are these refugees and others going to be located in the Southwest part of the country? That seems to be the issue with respect to this amendment. Are these alienrefugees going to be sent to laborshort areas or are they going to be located willynilly over this country where there may be heavy unemployment?
