Mr. Chairman. the flood of illegal aliens into this country is reaching dangerous proportions. My amendment seeks to cure this particular problem. Section 2 of H.R. 981 is most certainly a giant step forward in solving our domestic labor shortages and in providing a means for aliens to decide they wish to make the United States their home. But the bill does not spell out the procedures or alternatives. I offer by this amendment to control temporary. needed. and unavailable labor. Employers will not hire aliens if there is a feasible controlled system to get labor. Aliens are less likely to illegally enter if there is a proper way to get jobs.
