The question is. Why should we give this preferential treatment to Mexico? The whole thrust of our immigration law since 1965and this bill carries it outis to treat everybody in the same way. Now we are trying to treat the Western Hemisphere the same as the Eastern Hemisphere. Surely the burden of proof is on anybody who wants to come in here and say that one country should have preferential treatment. The next thing is. if you raise the overall ceiling. of course. you will have increased immigration with all of the problems that that entails in this country at this time. You do not do that under the amendment offered by the gentleman from New Jersey. So the necessary result is that there is less available for the other 24 countries in the Western Hemisphere.
