Modern weapons and methods of warfare. such as the use of napalm and carpet bombing. have made war increasingly cruel and destructive of civilians lives and property. I hope the United States will support the efforts to put reasonable limits on the methods and means of warfare. I have also introduced H.R. 10455 which establishes a Bureau for Humanitarian Affairs in the Department of State to handle matters relating to human rights. refugee. and migration affairs and disaster assistance. The Bureau would be headed by an assistant secretary of state who would advise the Department on all matters having significant human rights implications. The bill provides that it shall be the policy of the U.S.
