Regardless of the merits of H.R. 981 I cannot be terribly impressed with this particular answer to our immigration problems when there are other. much more pressing needs in the area of alien interests. I sincerely hope that when the report of the Legal and Monetary Affairs Subcommittee is completed. it will be used by the appropriate congressional committee as a guide toward legislation that will be effective in controlling violations of our borders and stemming the tide of illegal aliens that engulfs this country.
