Mr. Chairman. I will vote for passage of H.R. 981. although I confess to some bewilderment as to why we are legislating on the side of legal aliens at a time when illegal aliens are swarming into the country at the rate of more than 1 million a year. It is not without compassion that I view this tremendous influx of illegal aliens. In our own cities all across the country we have poverty. poor housing. deprivation. and other substandard conditions. Poor as they are. it is hard to believe that there are people in other lands who consider them preferable to the hardships they must endure in their home countries.
