Mr. Chairman. I thank the distinguished chairman. of the subcommittee. Certainly. my intentions are to be very brief. Mr. Chairman. I want to recite a little bit of history in connection with my voting record with respect to amendments to the fundamental immigration and naturalization laws. When we had the great bill that was celebrated nationally. and the President signed it in a special ceremony at the Statue of Liberty. I want to remind my colleagues that I voted against that bill. I was the only one that got up on the House floor and challenged the inclusion for the first time in in our history of a quota for the Western Hemisphere.
