Mr. Speaker. House Resolution 545 provides for consideration of H.R. 981. which. as reported by our Committee on the Judiciary. would extend to the Western Hemisphere the sevencategory preference system and the 20.000percountry limit on the number of immigrant visas available annually. which is currently in effect for the Eastern Hemisphere. and also expand the present refugee category to include conditional entry for political refugees from any country in the world. The resolution provides an open rule with 2 hours of general debate. with the time being equally divided and controlled by the chairman and the ranking minority member of the committee. House Resolution 545 further provides that. after general debate. the bill shall be read for amendment under the 5minute rule. at which time it shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on the Judiciary. now printed in H.R. 981 as an original bill.
