The administrations hands off policy toward human needs and rights in Chile is another appalling commentary on the state of our foreign policy. and the lack of sensitivity by this administration toward people problems around the world. For that reason. I am submitting today a resolution expressing the sense of Congress with respect to the observance of human rights in Chile. This resolution. which I ask unanimous consent to have printed in the RECORD. urges the President to request the Government of Chile to respect the provisions of the Universal Declaration of Human Rights. and other international agreements concerning refugees and political prisoners. The resolution also urges that the names of those being held in custody and the charges against them be made public and the process of law be restored.
