Mr. Speaker. I rise today in support of the original language of the freedom of emigration amendment to the 1973 trade bill. The Vanik amendmentof which I am proud to say I am a most enthusiastic cosponsorwould prohibit extending mostfavorednation treatment. or any credits. to any nonmarket economy country which denies to its citizens the right to emigrate or which imposes more than nominal fees as a condition of emigration. I am steadfastly opposed to the CormannPettis socalled compromise language which would permit the President to grant mostfavorednation status to those countries and merely require that the President make an annual report to Congress on how the affected nation or nations are making progress in human rights. They say that this is a compromise and preserves the intent of our original proposal.
