It is clear that these nations regard ideological relaxation as a threat to their rule. notwithstanding the apparent shifts in ideology which have marked the external relations of these governments. In the Soviet Union. dissident writers and scientists are jailed. Jews and other minorities are harassed and prevented from emigrating if they so choose. and most recently. spectators at the World University Games who favored the Israeli teams were beaten and abused by army personnel. Our d~tente in external relations with Russia does not mean that we must condone such activities. The Soviet Union has placed great importance on the Conference on Security and Cooperation in Europe. which just ended its preliminary session in Helsinki.
