Section 1203 gives the Secretary authority to apply the policies and procedures developed by the Commission for research programs to the maximum extent feasible to the delivery of health services in programs funded In whole or in part by the Department of Health. Education. and Welfare. Since the Department now funds such programs as community mental health centers. migrant health services. family planning services. and drug and alcohol treatment programs. it is obvious that the policies and procedures developed by the Commission might ultimately be applied to large numbers of patients who are not the subjects of research. The effect of this provision could be beneficial. and. of course. it is intended to be. However. it seems to me that we are giving the Secretary very substantial authority before we even know what standards and regulations are to be devised and how they might affect agencies which are engaged in the delivery of health services rather than in research.
