The famine in West Africaso long unnoticed by the international communityis only the most recent example of this growing crisis of food. stretching over the years from the Far East. India. and Bangladesh. and now closer to home. Clearly. the question of foodits production. distribution. and availabilitywill be of increasing importance in the decades ahead. for us and for the rest of the world. Food is now. more than ever. an international problem demanding international solutions. With the prospect of famine refugees. such as in West Africa today. and conflicts over food resources. such as on the high seas today. suggests that food may also become an international security issue as well.
