Senator HUMPHREY. and his subcommittee colleagues. in introducing today a bill to amend the Foreign Assistance Act in order to provide $30 million in relief and rehabilitation of the six West African nations ravaged by drought and famine. There can be no question today that this emergency relief fund is needed. We know of the extent of the catastrophe that has overcome these West African nations from the information developed last month in the hearing before Senator HUMPHREYS African Affairs Subcommittee. and from testimony given just this morning before the Judiciary Subcommittee on Refugees. which I serve as chairman. Mr. President. we learned this morning that hundreds of thousands of people have fled their villages and the countryside of West Africa in a desperate search for food and water.
