In March 1971. individual payments also began to be exacted: 400 rubles-$530for an exit permit and 500 rubles-$670for the "renunciation of citizenship." Although the Soviets have announced that the education fee has been suspended it remains to be seen whether this action is of a permanent nature. It has been appealing to Armenians in the United States. Europe. and Canada to return to Soviet Armenia.
